4 Cylinder and Pure Stock Rules:
2009 Norman County Raceway General Rules
1. GENERAL APPLICATION
The following rules shall apply to each and every driver, owner, sponsor, mechanic, crew member and/or any other pit personnel (collectively known as participants) participating at Norman County Raceway (NCR). All participants subject to the following rules are expected to know the rules and any claimed ignorance of the rules will not be accepted or tolerated.
2. AMENDMENTS OF RULES
NCR reserves the right to add to, delete, supersede or modify any rules, exhibits or drawings that NCR deems necessary for the betterment and/or safety of racing. Subsequent amendments to the NCR rules may be issued during the racing season in the form of technical bulletins. Participants shall be responsible for being aware of and complying with all such amendments issued in the form of technical bulletins. 3. FINALITY OF DECISIONS AND INTERPRETATIONS The decisions of NCR race officials, at any NCR event, including interpretation and application of rules and the scoring of positions, shall be final, binding and non-appealable.
4. VIOLATION OF RULES – UNSPORTSMANLIKE CONDUCT Any participant who defies or violates the intent or spirit of the NCR rules shall be considered to have engaged in unsportsmanlike conduct and shall be dealt with by NCR officials depending upon the nature of the infraction. Unsportsmanlike conduct may result in fine/suspension/loss of points. See Rule 5.
5. FINES/SUSPENSIONS/LOSS OF POINTS Any participant may be subject to a maximum fine of $1,000 USD and/or a suspension of up to one (1) year and/or probation of up to one (1) year from the date of infraction and/or loss of points year-to-date and all prize money earned for the event. NOTE: The penalty will be based on the severity of the incident.
6. RESERVED PARTICIPATION RIGHT NCR reserves the right to refuse to accept the entry of any car or participant. Furthermore, NCR reserves the right to revoke or cancel any entry, or any participant’s claimed right to be on the track premises, if it is felt or determined that a participant’s presence or conduct is not in the best interest of the sport of auto racing, the other competitors, the spectators, track management and/or employees.
7. DRIVER RESPONSIBILTY
The driver is responsible for the actions of his pit crew in all aspects. The driver shall be the sole spokesperson for his/her car owner and pit crew in any and all matters, and must talk with a track official in charge regarding their conduct or behavior.
8. FIGHTING Any participant directly involved with any fighting or misconduct at any NCR event, on the race track, in the pits, or on the track premises, may be subjected to fine/suspension/loss of points. (See Rule 5)
9. ASSAULT/ ABUSE OF OFFICIALS No participant shall subject any NCR official, track employee or sponsor to any abusive or improper language at any time. Any driver who gets out of his/her race car, or any participant, who assaults or threatens any NCR official, track employee or sponsor, may be subjected to a fine/suspension/loss of points. (See Rule 5)
10. ALCHOLOIC BEVERAGES: ZERO TOLERANCE! Consumption of beer or alcoholic beverages in the pit area, or being under the influence or beer or alcoholic beverages in the pit area, is prohibited until the entire program for all divisions is completed. If any participant is caught consuming alcoholic beverages in the pit area, or is deemed to be under the influence of alcoholic beverages in the pit area before the entire program for all divisions is completed, he/she shall be immediately ejected from the pit area and may be subjected to a fine/suspension/loss of points. (See Rule 5) NCR reserves the right to refuse entry of anyone suspected to be under the influence of alcohol or any other mood altering drug.

4. DRIVER TEAMS:
Teams must meet the following conditions for points to go to the car number versus the driver: Maximum 2 drivers. Both drivers must register as a team before the first race.
5. PROTEST:
Only a driver may protest.
6. PIT ENTRY:
No driver or other participants may enter the race track or pit area until he/she has personally signed all releases, registrations and entry forms. No person will be permitted to sign the release sheet for any other person other than himself/herself. Any participant who fails to sign all release and registration forms will be disqualified and any prize money will be forfeited.
7. PIT AGE REQUIREMENT
Absolutely no one under the minimum age of fourteen (14) will be allowed into the pit area. All persons under the age of eighteen (18) must have a signed minor release form on file at NCR. (Forms available at the track)
8. RACE CAR NUMBERS/LETTERS
Drivers are responsible for notifying NCR of their current car number/number changes. Numbers/Letters must be at least eighteen (18) inches high, consisting of any combination of no more than three (3) numbers and letters, in a contrasting color to the background color and must be neatly painted on both door panels and on the roof facing the grandstand. Hard to see car colors (black, navy, maroon) are strongly discouraged. A six (6) inch by six (6) inch number (#) must be on the front and back of the car.
GENERAL RACE PROCEDURES: SECTION 3 1. PIT AREA: Only one (1) tow vehicle is allowed in the pit area; all others will be towed.

6. STARTS:
No one is to move out of position or get on the throttle until the green flag is thrown. SIDE BY SIDE/ BUMPER TO BUMPER; in line with the car ahead of you. If a car moves out of position before the green flag is thrown, this will be called a jump start. The driver will be sent to the back of the field (official’s discretion).

The top three (3) may be pumped after the feature event. This will include the removal of the header/manifold.
ENGINE/TRANSMISSION PROTEST RULE: Section 4 1. APPLICATION: This engine/transmission protest rule is applicable to all Pure Stocks and 4-cylinder Pure Stocks.

All classes $50 either; top, or bottom, $100 for both, $75 for transmission. Max one (1) protest per year per driver. ONE item ONLY.
5. PROTEST PROCEDURE:
After the Feature race, a track official will notify the driver of the relevant race car that his/her race car has been protested. The protested driver shall than proceed directly to the area designated for inspection and tear down pursuant to a protest. Track officials will then proceed, in accordance with the class of race car protested, to tear down the engine or transmission in the protested race car, as follows: (Protester’s name and/or car number may not be revealed.)

SAFETY SPECS: SECTION 5
“MINIMUM” SAFETY SPECIFICATIONS – At any time, track officials may require additional measures or equipment, or make additional determinations, as necessary to further reduce risk to competitors. All cars a subject to a minimum specification inspection.
1. HELMETS:
Helmets are required and must be a minimum of SNELL SA2000 RATED and must be worn at all times when the car is on the track and must accompany the vehicle at time of inspection. The helmet must have a face shield or eye protection which must be in place while the car is on the track. Absolutely NO “DOT” or “M” rated helmets allowed. SUBJECT TO TECH APPROVAL.
2. DRIVING SUIT: A driving suit of a flame retardant nature must be worn by all competitors. If the driving suit is a two piece suit both the top and the bottom must be worn at the same time.
3. EXHAUST SYSTEM: Exhaust systems must be mounted in such a way as to direct spent gases away from the cockpit area of the vehicle and away from the areas of possible fuel spillage.
4. EXHAUST NOISE SUPPRESSION:
100 DB at 100 feet.
5. FUEL CELL: Safety approved fuel cells are mandatory. Fuel cells must be enclosed in a metal case of eighteen (18) gauge metal and must have a protective hoop at the rear that extends at least one (1) inch below the fuel cell. The fuel cell overflow hose MUST go to the bottom of the cell on the outside and must be fastened at the bottom of the cell, or a ball check valve must be used. All fuel cells must have a minimum of two (2) 2 inch x 18 inch metal straps or equivalent metal surrounding the fuel cell.
6. BATTERIES: Batteries must be securely mounted and shielded. See class rules.
7. LOOSE OBJECTS:
Loose objects and/or weights will not be allowed above the interior tin or deck or in the driver’s compartment. Any weight added to other areas of the vehicle must be securely mounted using a minimum of two (2) ½ inch bolts through the weights. Weights must be painted white and have your car number painted on them.
8. SHOULDER HARNESS, BELTS, RESTRAINTS AND NETS:
A competition shoulder harness, at least three (3) inches wide and a lap belt at least three (3) inches wide are required. No OEM factory type shoulder belts or straps will be allowed. Metal to metal buckles are required on the shoulder harness and the lap belt. The harness must be mounted in at least FIVE (5) points below the driver’s shoulders (SUBSTRAP). Belts and harness cannot be over 3 years old. Window nets are mandatory. Roll bar padding and neck brace are strongly recommended.
9. KILL SWITCH:
A kill switch is required and must be within easy reach of the driver with the shoulder harness and lap belt fully cinched. This kill switch must be clearly marked “off” and “on”.
10. DRIVE SHAFT HOOPS:
Drive shaft hoops are required and must be constructed of the equivalent of ¼ inch by 2 inch steel and must be mounted in such a manner as to contain the drive shaft in case of breakage. Recommended: Six (6) inches back from the front U-Joint. The drive shaft MUST be painted white.
11. MIRRORS AND RADIO:
No mirrors or two radios of any kind are allowed at any time.
12. BRAKES:
All cars must have brakes on all 4 wheels. No carbon fiber brakes.
13. SEATS:
Aluminum racing seats ONLY!
14. FIRE EXTINGUISHER:
Must have one in your pit area.
15. RACECEIVERS REQUIRED IN ALL CLASSES, AND MUST WORK.
2009 Norman County Raceway Pure Stock Rules
1. Cars: Minimum wheelbase of 108 inches (1” tolerance) with MANDATORY sub-frames tied together.
2. TIRES:
Largest DOT tire size allowed will be P255/60 aspect ratio. Used Hoosier E Mod, Dirt Bozz, Super Bozz, or Hard Bozz tires allowed labeled H-40, A-40, D-40 with a tread depth not exceeding .200 of an inch. Grooving or sipping less than .200 of an inch is allowed. American Racer size 70/245/15sw labeled BTC or hard and the American Racer 70/205/15sw labeled NOPA are allowed. Hoosier 500 is allowed.
3. BRAKES:
4 wheel working stock O.E.M. brakes is mandatory and they will be checked at the track. NO proportion or brake shut off valves allowed!
4. ENGINES:
6 or 8 cylinders, small or big block. Small block Chevy 327, 350 or 400 must use cylinder head with a minimum of 72cc, 1cc tolerance. ONLY a GM motor allowed in a GM car, Ford in a Ford, Mopar in Mopar, etc. Max. Overbore .060 Max. 9.5 to 1 compression. NO VORTEC! NO MAGNUM! NO BOSS HEADS! Air conditioning, alternator, pollution devices and heater may be removed. NO engine setback allowed. Engine MUST remain in stock OEM location. NO racing or high performance parts allowed unless specified. Max flat top piston cannot go past top of the block. Hydraulic flat tappet cams ONLY. Lifter must be free to rotate and collapse .100 of an inch. No roller rockers / roller lifters. NO aluminum intakes, heads or blocks. Cast iron exhaust manifolds ONLY. NO center dumps or factory tuned manifolds. Vortec exhaust manifolds allowed. Stock type ignition system for that make of car ONLY. Balancing is allowed. Crankshaft and connecting rods must be OEM to block. Absolutely no strokers allowed.
5. CRASH BARS:
No front or rear crash bars. All bars must remain within the perimeter of the frame (expect door bars). Bars allowed in front of the radiator must be flush. 1-inch tolerance. Bars in front of the radiator must NOT extend out past the front of the car frame bumper mounting area. Bars are allowed to run horizontal in front of the radiator as long as they are hidden and NOT angled back causing a wedge nose effect. NO WEDGE noses. NO push bumpers! NO front or rear bars past the end of the frame. No excessive bars.
6. ALL GLASS, CHROME TRIM AND ANY EMBLEMS:
Must be removed from the car BEFORE arrival at the track. Anyone found removing parts from their car at the track will be disqualified. No broken glass in the doors.
7. WINDSHIELDS: Windshields must be removed and heavy gauge screen is to be mounted in front of the driver in the windshield opening. (Or 4 bars minimum ¼” diameter in front of driver) No mirrors allowed.
8. ROLL CAGE:
9. BATTERY : One 12 volt battery. Must be securely mounted, and is subject to tech approval. MUST BE SAFE.
10. FUEL SYSTEMS:
Pump gasoline only. No racing fuel: max. F 10% ethanol enriched. No nitro, alcohol or additives allowed. One safety approved boat tank or maximum 12 gallon fuel cell allowed. (Plastic or metal). If plastic tank is used, it must be enclosed in a metal box. Fuel tank mounted as close to the rear fire wall as possible and mounted permanently between the frame rails. Mechanical fuel pumps only, no electric fuel pumps allowed. NO bolt together. No excessive fuel line or size. NO FILLER SPOUTS ON FUEL TANKS.
11. SHOCKS: Only one (1) steel shock per wheel, mounted in stock location. NO coil over or adjustable shocks allowed.
12. SUSPENSION: Must remain OEM stock. Any spring rate allowed. (No spring rate adjustors).
13. WEIGHT RULE:
Minimum 3200 lbs. with driver after the race. (No allowance for missing body parts). All cars that cannot meet the 3200 lb. rule, may add weight. Weight must be bolted (lead is recommended) with minimum of two (2) ½” diameter bolts. Weight must be painted white and have car number on it.
14. ENGINE/TRANSMISSION PROTEST RULE: Refer Section 4 15. PUMPING RULE: Refer Section 3, Rule 9.
2008 Norman County Raceway 4-Cylinder Rules
NOTICE: PLEASE NOTE THAT THIS CLASS IS REQUIRED TO COMPLY WITH ALL NCR RULES SECTION 1 THRU 5. THE TOP 3 IN EACH QUALIFYING EVENT AND THE TOP 5 IN THE FEATURE MUST COME TO CLAIM AREA.
1. CARS:
Any passenger car with a maximum wheelbase of 102 inches measured at track with 1-inch tolerance. Car must be 10 years old or older. Front wheel or rear wheel drive; no 4x4’s allowed. Automatic or standard. No convertibles. Complete car must remain OEM STOCK. NO MODIFICATIONS OF ANY KIND.
2. BODIES:
All upholstery, chrome emblems and glass must be removed. Doors must be welded shut. Holes in floor or firewall must be covered. No removal of any other components or parts. No gutting of metal, this includes hoods and trunk, hatchbacks. (Except on inside of doors for door bars.) Factory Door plate must remain in place.
3. TIRES & RIMS:
Rims are to be mounted correctly on the car. NO RACING RIMS. Maximum 195-60 or 205-70 no 50 series tires. (No racing or aggressive tire allowed. M+S RATING ACCEPTABLE. No altering, grooving, etc of tires. Rounding or pounding out fenders to allow for tire clearance allowed. Minimum tire pressure right side must be 30 PSI. Minimum tire pressure left side must be 25 PSI, before race starts.
4. BRAKES: All 4 wheels must lock up.
5. DIFFS and Transmissions: Spider gears in diff. May be welded. No gutting of transmission it must function in all gears.
6. ENGINES:
OEM Stock 4-cyl or 3-cyl engines only. Maximum HORSEPOWER 140. Maximum TORQUE 140. (Factory Specs) Engines used must be 10 years old or older. Interchange of motors allowed within make & model only. No rotary motors. No RX7s. Carbureted or fuel injection. Exhaust must be directed under car. (NO MODIFICATIONS TO ENHANCE H.P., i.e. computer chips)
7. BUMPERS: Must remain OEM stock and must be on car at the beginning of the race. (no sharp edges)
8. WINDSHIELD:
Windshields must be removed and a heavy gauge screen or four ¼-inch bars mounted in front of driver (top to bottom of window) DRIVERS WINDOW NETS REQUIRED.
9. ROLLCAGE:
The minimum roll cage allowed is one continuous hoop behind the driver’s seat from the left floor to the roof, across the top and back down to the right side of the passenger seat; one bar to run from top left of main hoop to bottom right of hoop and from top right to bottom left. One bar to run behind driver’s seat for mounting seatbelts and seat. Two front roof bars of the same material as the main hoop to connect at the top of main hoop and extend forward to top of front window with an approximate 30 degree bend down toward lower part of the front window with an approximate 60 degree bend and connecting to the floor in the same place as the other bar. One center roof bar to run from windshield cross bar to main hoop. Two crossbars are to run at the top and bottom of front window. All bars must be .095 x 1.5 (1 ½ inch) round steel tubing only. Bars must tie into frame or a steel plate (min. 36 square inches per floor plate) bolted or welded to the floor or rear seat rise.
Minimum plate thickness is 1/8 steel. A minimum of two (horizontal) door bars (12 inches apart) connected to the main cage with five vertical bars equally spaced between them. Drivers side mandatory. Crush bar to be mounted from top hoop to top horizontal door bar. Passenger side crush bar to be mounted from top hoop to floor plate. If existing cage has door bars ON PASSENGER SIDE, crush bar can be mounted from top hoop to door bar. Bracing allowed between rear strut towers; i.e. x-brace. One doorplate mounted on the outside of the driver’s door optional. (Passenger bars or plate optional) must extend 6-inches past the door in either direction and centered on door. Doorplate must be made of ¼ inch flat steel x 6 inches wide. No grader blades, etc. Must be bolted in 4 spots equally spaced with ½ inch bolts and washer through doors/fenders. NOTE: All bars must be properly welded and gusseted, this is the minimum cage required. Additional bars may be used for safety reasons only. Roll cage must pass tech before allowed to race.
10. RACING SEAT: Racing approved aluminum racing seat is mandatory with a minimum of four 3/8 bolts. No factory seats or fiberglass seat allowed.
11. BATTERY: Must be securely mounted in engine compartment. One 12 volt battery only.
12. FUEL SYSTEM: Pump gasoline only. Stock tanks in original position or one safety approved boat tank only (plastic or metal). Maximum fuel size 25 liters (6.6 US Gallons). Fuel tank mounted as close to the rear firewall as possible in the trunk area. Trunk area must be closed off from driver’s compartment. Tank to be held down with two one-inch straps. Fuel line running through the car must be steel; max 3/8-inch. After-market electric fuel pumps allowed. Must have a shut-off switch clearly marked within the driver’s reach.
13. HOOD: Must have a 10-inch hole above engine in case of fire.
14. SUSPENSION: Must remain OEM. NO modifications of any kind.
15. PROTEST RULE: $70 USD: Will include removal of the exhaust manifold and one valve cover and spark plugs. (If further inspection is required, the Tech Officials may ask for the removal of a cylinder head. This may be done at a location of the tech officials choice. Written protest with description of illegal parts must be made prior to the start of the A-Main. Only a driver in the same race may protest (money given to a Tech Official).
16. ILLEGAL PARTS: ALL VEHICLE AND COMPONENT (MOTOR, TRANSMISSION ETC) IDENTIFICATION NUMBERS MUST REMAIN INTACT FOR THE PURPOSE OF TECHING. REMOVING THESE NUMBERS OR ILLEGAL PARTS WILL RESULT IN A DISQUALIFICATION AND A FINE UP TO $1,000 AND/OR SUSPENSION UP TO ONE YEAR AND LOSS OF POINTS (YTD).
2008 4-Cylinder Claim Rule
The car claiming rule is applicable to 4-Cylinder Pure Stock sanctioned race events, both regular weekly shows and specials. EACH of the top 5 (five) finishers MUST report directly to the claiming area immediately following the feature event.
$1,000.00 USD with exchange of 4-Cylinder Pure Stock Car. Not including seat and seatbelts.
Race Cars Subject To Being Claimed: Race cars finishing in the positions of one through five (1-5) in the feature event, whether running or NOT, and regardless of whether otherwise disqualified, which:
